Probably from Anthony Oettinger who used it as an example of challenges in artificial intelligence (AI). I encountered it in a graduate level course entitled "Natural Language Syntax Analyzers" in the late 60s; might have encountered it a couple of years prior. Extremely primitive parsers in that coursework by today's standards.
