You can still bind noble gases via their van-der-Waals bonds... If you use as a solvent a molecule that's strong on van-der-Waals-forces, e.g. hydrocarbons, and then you let Helium flow through that liquid in a device called "Bubbler" (e.g. used for washing gases), then my speculation is that it would be possible to trap a Helium-atom in a molecular agglomerate-shell similar to a hydrate-shell. And that shell would keep the Helium from just flowing away.

Just a guess.

Liquids go down to the stomach, not into the lungs. Helium in the stomach does not affect the vocal chords.
