Flash settings are at chrome://settings/content/flash and there is an on-off switch and lists of sites to allow or block.

You can also get there from Settings->Advanced->Content Settings->Flash.

BTW, Google just pushed out a new version of Chrome this morning. That or the update before it also updated Flash.
