Currently the reporting mechanisms are 'incentivized' instead of mandatory. There's a pool of money that the federal government will dole out to states if they meet certain reporting requirements. If they don't, they simply don't get any of that money.

It's a carrot and no stick approach to getting the reporting to work.

Remove the carrot, and institute a stick. Don't meet the reporting requirements? State gets no highway funds or something.

Then the mechanism can work.

one that started all these illegal wars or the one that's nearing cheating us out of Social Security? The government is not running things. It is eight worldwide financial entities. The government will do whatever they say.
