oppose the bill -- so McCon thought he could embarrass the Dems by calling up the bill, forcing the Dems to either waste time only to end in defeat or forcing Reid to pull some rules maneuver to avoid wasting time on a floor fight

But Reid, rather than being forced to stop a bill he wanted, turned the game around and forced McCon to filibuster a bill he had just called up
