The Parks rule was a rider on the credit reform law.

Wasn't the AMTRAK rule change attached to their funding bill? Whatever, all it did was normalize their rules to something analogous to air travel regs, although the process is rather more restrictive and retarded, all to no real security purpose.

I highly doubt the President would have signed them as stand-alone bills, but I'd love to be proven wrong.
