Make sure wages in an area are proportional to the cost of living (single biggest one right here)
Universal health care complete with overnight treatment centers for mental illness and drug addiction
Stop barring felons and those with criminal records from getting jobs

Those three things right there would probably eradicate 60%-70% of all the homeless. Not even joking.

you are correct... along with livable wages... we need to make sure everyone who wants a job can get one
