1. The point isn't to reverse the "emergency" declaration...it's to get R's on the record with a vote.

This thing isn't going away with a legislative act because they won't get a 2/3 majority against it in either chamber. This is, IMHO, solely to force republicans (particularly senators) to get on the record. At this point, until there's a judicial response, I think that's the best we hope for.
