I would venture that Shep is their "insurance," their justification that they are actually "fair and balanced." If every single show was as heavily biased as 99% are there in Propagandaville, then they could no longer claim to actually be a "news" organization. Fox can hold up Shep's program and say, "See? We cover all angles! No prejudice here! Move along . . . Move along . . ."
