They might fear riots and chaos in the streets if Mueller is fired outright, which is probably why they are slowly chipping away at everything around his investigation.

#1- Destroy McCabe, the only supporting witness for Comey. Get Sessions to do it.
#2 - Get rid of Sessions.
#3 - Get Sessions' replacement to fire Mueller? Or get him/her to strangle the investigation so that it no longer has teeth, and report back to the W.H. And issue reports like the House of Rep Intel Committee reports. And clamp down on Mueller's ability to investigate further.

investigation is exactly what they intend to do they just did intended to publicly reveal it until after it was a done deal.
