I'm not a history scholar but I've read enough to realize that these techniques have been used since (and before) human civilization.
Dividing before conquering is the way of conflict and achieving national or personal goals.
The current incarnation of the USSR is a great practitioner. As is the CIA and all other agents of government.
I hate to tell those architects of discord, most of these efforts end up with more damage than gains. But those architects don't care, they've moved on to some more misinformation, more mayhem. more moolah.
