The rules of the road at sea are very clear, and this was an armed military vessel with state-of-the-art radar, sonar and other means of detecting danger. The Navy has regulations that should have made it clear who was to blame. Is this just an update and not the full report? Or is it a little feel-good propaganda to divert attention from a huge international incident?
