Government Increases Classification for 'Transparency'?

In the ever expanding national security complex, the cost to "protect secrets" is skyrocketing. The Information Security Oversight Office just released its 2011 report outlining how much its costing US taxpayers to classify government documents, and just over the last decade the amount has doubled to over $11 billion. Meanwhile, the director of the report justifies the spending by saying its necessary to maintain government "transparency."

... somehow, this reminds me of the old joke about the paperless office: "If you want to destroy this document, you must fill out this form in quadruplicate."

Did the republican house vote to outsource the work? The increase can come from an increase in volume but it can also come from the service increasing its rates after obtaining the contract. Any ideas who does the work? Is it the govt employees or an outsourced private contractor like G4S, or Backwater, or whatever they call themselves these days?
