1. They could have alerted nearby gun stores to a general description and what he had asked for.

This might have put the shop he did buy from on alert for him and they could have called the police and FBI. The FBI could have also given a direct number to call if he showed up.

Seems to me that the FBI would be recording any and all calls.

Mateen was asking questions and behaving in a manner that was suspicious. Since he got turned down the first time, perhaps it tipped Mateen off, he avoided setting off any alarms at the second time. IF this really happened and the first shop was concerned, you would have thought the first gun shop would have tried to get a verifiable identification. He didn't even have a name.
