Hillary said that the State's got a hold of the new Fed bill and that is where the mass incarceration took place. The states kept adding onto the Fed bill making it a mess that now needs revamping.

That sequence makes sense to me. I appreciated her comment last night.

I am a Bernie supporter that listens.
