For those unfamiliar with the object of Kissinger's affections in this 1976 clip, he's referring to Argentine dictator Jorge Videla - whose savage and eminently corrupt 1976-81 regime he green-lighted.

The Videla years left nearly 30,000 dead (most of whom were tortured) and an economy in shambles after enacting the same old right-wing recipes of bank deregulation, wage suppression, and "free" trade. U.S. banks, by the way, ended up losing billions after Kissinger encouraged them to open their checkbooks to them (which they did).

A little like the Bush years, but much more intense.
