Last Week Tonight with John Oliver: Special Districts

Surprised I'm the first to post this. Once again, Last Week Tonight does an extended feature worthy of the Pulitzer Prize (at least more worthy than most works actually chosen); it makes you laugh and simultaneously gasp.
