Yes, in part it was to get the price low enough that fracking would become unattractive (like the earthquakes weren't enough), but mostly the reason is to lower the ability of ISIL to fund itself with stolen oil.

Although the rivalries and hatreds in the region are ancient, they'd adapted to them over the years. The cutting of diplomatic relations doesn't have anything to do with the treaty and will be only temporary as both countries try to save face.

At least they touched on the poison exported by Saudi Arabia for decades finally coming home to threaten them, too.
