Clearly anti-nuclear Naoto Kan gets to give his spin on events (repeating his nonsensical worry of having to evacuate Tokyo) multiple times, and most of the science is provided by David Lochbaum (no friend of nuclear power or Tepco).

The most pro-Tepco portions of the documentary center on their efforts to save the second Fukushima plant from having four meltdowns of their own. But, frankly, any hero worshipping there is warranted. They did a great job of keeping the disaster from being much worse.
