Last week, the Senate finally voted to outlaw the use of torture. This was a largely symbolic vote considering the fact that torture has always been illegal for the United States due to our agreements in international treaties, but it does signal an end to the era of the CIAs torture practices that Bush implemented during his war on terror.

They think it makes them look tough.

In my opinion, they are embolden by a small net bomb Nuclear Warfare Plan of retaliation, like in a set-up October Surprise. Keep in mind the radioactive particles that have been already seeded in Iraq, over the past few decades.
