He doesn't seen to be aware of this. Any war correspondent who also covers anti-government riots, by whatever name he calls them, should be aware of this.

The utility of rubber bullets is they do not ricochet off walls, reducing the chance that an innocent bystander will be hit. The downside is that they do more damage to a living organism when they hit one, regardless of whether the living organism is a bomb-throwing terrorist or an innocent bystander or a stray cat.
