Even a larger Uhaul box and a couple of moving blankets would be more humane than freezing on concrete.

They probably relish being locked up for vagrancy, if they aren't roughed up too badly, for the privilege. Judges should refer them to social workers instead of fines and jail. Poor fucks. They need shelters. And shelters for drunks and addicts to sleep it off.

This problem is bad in states where it usually doesn't freeze in the winter. A lot of people sleep outside all year on card board on concrete around freeways. Sometimes people even beg near on ramps. It's really bad when it snows or a freezing cold snap hits for a week in a state such as Georgia. It has to be worse for people with no cold tolerance and no insulated outer wear like a down jacket or coat. Or gloves or boots. And if you get wet. Kiss your ass good by. You are going to freeze.

At least we do coat drives up here but it is not a choice spot for a winter camp, either.
