Although President Obama said investigators at the Department of Veteran Affairs have not connected veteran deaths in Phoenix, Ariz., to long waiting times at the VA hospital, an agency report linked 23 deaths in multiple states to delayed treatment.
While speaking to the press on Wednesday, Obama was asked how it could be possible, as recent allegations assert, for up to 40 veterans to die while waiting for medical treatment at a VA facility in Phoenix. Obama did not go into much detail, saying action couldn't be taken until all the facts were in.

Closing Walter Reed in order to consolidate services at Bethesda Naval Hospital imho was a continuation of this assault on veterans who have served, but took place a few years earlier than is covered here by Malloy.

But back to your point - Bush did not conduct this foreign policy disaster in a vacuum and without help from the opposition party. Twenty-nine Democratic Senators (including current SoS John Kerry and former SoS Hillary Clinton) supported this folly.
Only twenty-three senators and led passionately by Robert Byrd took a stand with the people and saw this for the charade that it was-of those not all were Democrats- among them were Republican Senator Lincoln Chafee and Independent Senator from Vermont Jim Jeffords opposed.
