I think that TYT missed an important point from the quote of the EIS. It does not say that the KXL will be 'unlikely to significantly impact' the environment. It is saying that the approval of the project is 'unlikely to significantly impact' the level of extraction from the Tar Sands oil fields. Also, this is an indication as to who is pulling the strings in all this: Look at the last bit, 'demand....by refineries'. In other words the oil suppliers.
What is not in this quote is a statement on the environmental impact. An EIS should have sections on impacts to cultural resources, wildlife, plants, communities, waterways, economy, health, etc. Those are the sections that need to be looked at. There is no way that there are negligible impacts. These impacts have to be mitigated. For instance, construction around stream crossings have to have a USACE permit of waiver on file. This permit will have an impact statement and level of mitigation necessary for the conditions of the permits be met. This is what I don't get about the folks fighting these projects. Go after the the EIS, hard. Post specific impacts and then look at the mitigation plan in the EIS. Hammer that!
