The National Security Agency was given broad powers when Congress passed the PATRIOT Act in 2001, so naturally when they found out the NSA was spying on world leaders, they had absolutely no idea it was going on. On Wednesday night, Jon Stewart had to be the one to explain to Congress they’re not allowed to be shocked by this stuff.
