They need to apprehend alleged "criminals" to justify their funding/salaries.

This sounds like such a situation. Hopefully there will be repercussions from the family's suit and TPTB will reel in this despicable program rather than face the wrath of the taxpayers.

Assuming, of course, the taxpayers find out about it and are able to make the connection to "bad government."

That's the way it's SUPPOSED to work, anyway.
