6. IMO an important aspect of this history, and perhaps the very reason that it has been "forgotten,"

is that the history exposes an economic motive underlying the widespread belief "blacks are more criminal than whites" -- namely, by relabeling blacks as "criminals," the ruling class could subject them to chain-gang labor while simultaneously obscuring the actual exploitation involved
