if they have had problems before. There may also be elderly people. It seems like these are a lot of rules, but you need to remember the many problems that can come with drinking, dogs running loose in large crowds, fireworks, etc. There could be a history of fights breaking out, etc.

In my hometown, we have many similar rules in our four public parks and our beaches. These are very busy parks on the 4th of July especially. There are many small kids and elderly folks, and lots of safety concerns.

Drinking means mess and fights. Fireworks mean lots of annoying noise and people can get burns, etc. Running dogs means bites and dog mess all over. There have to be a set of rules to curtail all these problems and to make sure there is a safe, peaceful space for EVERYONE.

It sounds to me like people can bring blankets, picnics (without grilling), soft drinks, maybe radios with music, and other things they can do for fun if there is room like throwing frisbees, etc. Too bad they couldn't have a designated part of the park with live music from brass bands, to bluegrass, to some pop music so people can listen to music and even dance. A lot of times you can get local musicians to come play. There are ways to have fun without booze and fireworks.
