He laid off the State paid specially trained Texas office workers so there would be no (federal program) food stamps given out in Texas. When the Churches could not handle the load, the churches told the GOP, the recipients are really helpless and to get them back on the federal food stamp program. Well, the special office workers were gone. Perry then hired temporary workers that did not know what they were doing. The program was a mess. So Texas got a multi-million dollar fine (see in the link above). Perry does not give a hoot about anybody or anything but his inflating wallet.
