South Carolina - no Medicaid expansion or health exchanges..

(18,402 posts)If they don't set up exchanges by the prescribed date, the feds, according to the new law, will be able to come in and set one up instead ... where all South Carolinians can shop for insurance.
If South Carolina wants to turn down 100% funding for Medicaid expansion (for the first several years, 90% thereafter), let them ... although I seriously doubt they will. If they do, however, I'm sure the federal government will find a way to extend Medicaid coverage to these people anyway, given that they were going to fully (for the first several years, 90% thereafter) pay for it anyway.
I think the Feds should give the money to other states..and make a big show of it..in fact there should be a procedure whereby the Governor of any state must ask for these funds and if they dont the money will be sent to those that do ask. How long do you think it will be before the Nikki's of the world change their pathetic tune?

The hilarious part about this instance is that this program was written at the Heritage Foundation and first implemented by the Republican presidential nominee. Otherwise, it's like totally a liberal plot.

(35,356 posts)If Medicaid needs $1, then general tax revenues pay $1.
If Medicaid needs $100 billion, then general tax revenues pay $100 billion.
There's no dedicated pot of money set aside, nothing ever "left over" to be divvied up.
The amount of reimbursement is set by law. 50%? 85%? 90%? And it's set for all states. The states resport how much they spent, the records are spt-checked, and the states are reimbursed.
If the budget allows for $200 billion and $100 billion is spent, then the Congress could either ignore it and the money, though allocated, isn't spent (and the deficit is reduced--after all, we're still borrowing about a third of our federal budget) OR the Congress could decide to increase reimbursement rates. If they did the latter, then the states rejecting the ACA additional eligibility requirements + funding would simply see their reimbursement rates for other programs within Medicaid increased. It would help their state budgets.
If Congress does nothing, you know whoever the president and Congressional leaders are will do one of two things: Take personal credit for the deficit reduction (if that'll get them more points) or reallocate the money to some pet project.

Its really amazing seeing all the people who have insurance complain about a product they will not have to buy and a tax they will not have to pay..and where else but in America will overweight diabetics with cancer and heart disease complain about a health care plan!
I figure that you cant reason with them so you might just as well antagonize them!
I felt like saying the entire state is a monument to stupidity but ..I am too polite for that!
