The reason why this is so funny is that Mittsy actually did that kind of shit running for governor--he'd put on a work shirt and hard hat and have his picture taken pretending to do "work"--it was a scream. And "Say Anything" Flip Flopping Dog Abuser that he is, that cartoon does sum up his "bullshit, lie, do anything to win" attitude.
