Mr. Trump, Washington Could Use a Few Good Managers.

*Across the government, employees express less faith in managers than do private sector workers. They are less likely to say they receive constructive feedback , and they lack confidence that they can disclose suspected violations of laws or regulations without fear of reprisal. Far more private sector employees say their managers give them a clear sense of what’s going on in their organizations, and how their work affects overall goals and priorities than do federal employees. Two-thirds of private sector employees say they are rewarded based on how well they do their jobs, while only one-third of federal employees say that.

Lousy leadership plus a failed mission are why the Federal Election Commission ranks dead last of 379 agencies surveyed. The agency charged with enforcing elections and campaign spending laws is “led” by six warring commissioners and so politically gridlocked that Ann Ravel, its chairwoman, calls it “worse than dysfunctional” and says“the likelihood of laws being enforced is slim.”

The bottom line: Employees at all agencies say they’d like to be managed by people who aren’t only there because they’re pals with the president, but because they genuinely know how and want to improve the operation.'>>>
