I seriously doubt she committed any kind of fraud receiving those benefits. She paid into the system or her husband did, and she was entitled to those benefits.
It makes her a hypocrite, but that is all.

That is not identity theft or fraud. She was entitled to receive the benefits. She could get them as a spouse, like all wives can, even if she herself didn't pay into it. It would be obvious to me Frank O'Connor had his 40 quarters in to qualify for SS, let alone Medicare.
