Sandy Hook Panel Issues Safety, Mental Health Recommendations

HARTFORD – The Sandy Hook Advisory Commission on Thursday released a draft report on the Dec. 14, 2012, school massacre that brought a state to its knees and spawned tougher gun laws, more police mass-response training, and exposed weaknesses in the state mental-health system.

The draft includes recommendations arising directly from a major security issue revealed by the shooting at Sandy Hook Elementary School, where classroom doors could only be locked from the outside and some teachers were not provided with keys to lock their own doors.

The draft, up for final changes at the commission's meeting Friday, begins with a dedication to the 20 first-graders and six educators killed by shooter Adam Lanza, 20.

The victims' first names are printed, and the dedication also embraces their families, the Newtown community and victims of violence the world over.
