In today's Brief: Uganda takes a step back in HIV fight; Egypt arrests; from schools to shelters in Iraq; shameful US immigration moves; letter to Ferguson, Missouri; Israel coercing asylum seekers to go home; new government for Iraq; Gambia's anti-gay law; Egypt under rights spotlight; Oman targeting critics; Boko Haram latest; Yemen protesters killed; Ebola; fair trials elusive in Morocco; sexual abuses in Somalia; Hong Kong protests; and something fishy.

Back in the 1990s, Uganda was seen as a success story in the fight against the AIDS epidemic. HIV infection rates were falling. With President Museveni signing into law the HIV Prevention and Control Act, Uganda is looking more now like a model of how not to fight HIV. Among other things, the law would mean that women may be tested and have their HIV status revealed against their will.
