Shutdown Day 16: Congress in Session, Senate Leaders Continue Agreement Talks

On the 16th day of the government shutdown, Senators return on Wednesday at Noon ET. Senate Majority Leader Harry Reid (D-NV) said he and Minority Leader McConnell (R-KY) will continue talks towards a possible agreement to re-open the federal government and increase the debt ceiling to avoid default.

Tuesday, a debt ceiling proposal announced earlier in the day by the House GOP leadership appeared to stall as Senators Reid and McConnell restarted negotiations on a bipartisan Senate plan for reopening the government and raising the debt ceiling.

The federal government has been shut down since October 1 and funding for all government operations expired September 13. The Obama Administration has said that Thursday is when the Treasury Department will run out of its borrowing authority to fully pay the nation's bills if the debt ceiling is not increased.

President Obama met with members of the House Democratic Leadership at the White House, including Leader Nancy Pelosi (D-CA), Congressmen Hoyer (D-MD) and others.
