On MSNBC at capitaol right after shooting Bernie Sanders said he heard 5 shots in rapid succession. One person next to him said he heard someone shout "second Constitition". Bernie asked him "Really?" So far I guess I'm the only one in the US that heard this exchange. The person yelling might have been saying "2nd and Constitution".

WASHINGTON - October 3, 2013 (WPVI) -- A source told ABC News that a child was found in a car at the center of an incident at the U.S. Capitol on Thursday that sparked a lockdown.

The child was not injured. ABC News previously reported that a female suspect was dead at the scene.

It began with an attempt to ram the White House gates, ABC News reported. Then, according to ABC News, Secret Service pursued a suspect from the White House to the Capitol.

60. Second Constitiution
Thu Oct 3, 2013, 03:50 PM
Oct 2013
http://en.wikipedia.org/wiki/Second_Constitution_of_the_United_States

The Second Constitutional Convention of the United States is a controversial proposal made by a small but increasing group of scholars and activists from both left and right for a substantive effort to reform politics in the United States by means of overhauling the current United States Constitution. The current Constitution in Article V describes several ways in which the current constitution could be altered, but that in any event, 38 of the 50 states would be needed to ratify any changes. While in 2011, the number of voices calling for such a Constitutional Convention were small in number, there were reports of state legislatures leaning in the direction of substantive constitutional reform, based in part on widespread dissatisfaction with the American political process at the national level. In contrast, however, analyst David O. Stewart, writing in the Huffington Post, suggested that most Americans would "recoil from the disruption" of a possible second Constitution.

the willingness to use it as a battering ram.

Again it comes down to the mindset of the officers - if she continue to pose a threat, deadly force was likely their only viable option, by police or anybody else threatened.

On the other hand, if her vehicle was disabled at that point and she was trying to surrender, deadly force by police is no less a crime than by anyone else.

Factors that will be relevant will include how quickly things unfolded/how much time to deliberate and act did the police have. Given her behavior, how reasonable would it be to infer the vehicle might have been packed with explosives that she could trigger?

My guess is that will be determined to be a police-justified shooting. To make that determination in either direction before the investigation would not be what I'd advise.

And if that is the case, having rammed vehicles minutes before would not constitute sufficient imminent threat to the shooters for them to shoot her later on while on foot. There was no weapon of any kind in her possession, much less one that would justify the use of deadly force.

You think it's justified. That's fine. You would get one vote.
