Oakland city employee unions said they plan to call a one-day strike Monday, Mayor Jean Quan said Sunday night.

According to a statement released from her office, Quan said that on Friday she and city negotiators met with representatives of International Federation of Professional and Technical Engineers Local 21 and Service Employees International Union Local 1021 and presented a proposal that included cost-of-living increases.

The mayor's offer to continue talks over the weekend was declined, according to the statement.

City facilities, programs and services will be shut down or severely reduced if the strike takes place, Quan said.

That would effectively seal off the entire East Bay, where a dear friend is holding her farewell party on Friday before she leaves for NYC.

The "AC" is for Alameda and Contra Costa, the two counties the agency serves.
