BOGOTA, Colombia (AP) — Colombia's chief prosecutor issued an arrest warrant Thursday for ex-President Alvaro Uribe's longtime peace commissioner for allegedly choreographing the bogus surrender of a column of leftist guerrillas.

Luis Carlos Restrepo is the third former close associate of Uribe to face criminal charges. The other two, Uribe's former chief of staff and agriculture minister, are in prison in unrelated cases.

The case had been under investigation since the end of 2010. Two of the men who participated have said the bogus surrender aimed to show the country that the FARC was broken. They alleged it was funded by a drug trafficker.

Drug trafficking was a key funding source for the right-wing militias known as "paramilitaries" over whose various demobilizations Restrepo presided from 2003-2006.

Ex-President Alvaro Uribe knew about the 2006 "false demobilization" plot, according to former guerrilla "Biofilo" in an interview with Colombia's Noticias Uno Sunday.

Felipe Salazar, alias Biofilo, a former FARC guerrilla who acted as the leader of the fictitious Cacica Gaitana Front, has outlined how former Peace Commissioner Luis Carlos Restrepo acted as emissary for Uribe, in an alleged plot funded by a drug trafficker and designed to lend credibility to the government's demobilization efforts.

Salazar said, "It was crucial to make this show and present it to the country as a success of the democratic security policy (...) The emissary told us that the president was aware and that he was given authorization to carry out the demobilization."

The former rebel added, "The greatest fraud was to the international community (...) who dispersed money for the peace process. (...) I refer not only to the Gaitana Front, but to all cases of demobilization, which were fraudulent."

Colombia orders ex-peace commissioner Restrepo's arrest

An arrest warrant has been issued for a former Colombian peace commissioner on suspicion of faking the demobilisation of rebels.

Luis Carlos Restrepo allegedly staged the demobilisation by persuading criminals and unemployed people to pose as Farc rebels and hand themselves in to the authorities.

Officials said he had left the country.

Mr Restrepo is the third close ally of the former President Alvaro Uribe to leave the country rather than face criminal charges.

Regional journalists in Colombia work in "an atmosphere of fear and self-censorship", said the country's Foundation for Press Freedom (FLIP) Thursday in its annual report.

The report highlighted the murder of a 70-year-old journalist, Luis Gomez, who was shot in June as he prepared to testify about alleged links between local politicians and paramilitaries in Antioquia.

It also documented the bombing of two media offices, and 94 cases of journalists being threatened, especially during Colombia's regional and local elections in October.

With a total of 131 journalists falling victims to some form of aggression in 2011, Colombia remained one of "the most dangerous places to practise journalism, especially for local journalists," said Morales.

Colombia's former Peace Commissioner Luis Carlos Restrepo was charged with conspiracy, fraud and illegal arms trafficking Feb. 10, despite having left the country. The prosecution, having already successfully sought an arrest warrant against Restrepo, demanded the close ally of ex-president Alvaro Uribe be sent to jail while awaiting trial because of his attempt to flee and failure to appear before hearings five times. According to prosecutor Francisco Villarreal of Colombia's Fiscalía, the ex-peace commissioner had actively taken part in a fraudulent demobilization of 62 bogus FARC fighters in 2006.

The prosecutor called the fake demobilization process a "criminal enterprise" whose purpose was to obtain legal and financial benefits for drug traffickers and already-demobilized FARC guerrilla "Olivo Saldaña." He also sought to legitimize the increasingly controversial demobilization of right-wing paramilitary organization AUC, the prosecution said. "There is sufficient evidence to conclude that Restrepo, in his capacity as peace commissioner, helped mastermind the fraud, because he had been suggested by the command of the AUC to seek reapproachment with left-wing groups in order to benefit the procedures against them, to legitimimize the demobilization process," Villarreal asserted.

Restrepo was appointed by then-president Uribe to lead the controversial dismantling of the AUC between 2003 and 2006, in which more than 30,000 suspected paramilitary fighters surrendered to authorities in exchange for legal benefits. He is now the fourth high government official to be ordered to await trial in jail; Uribe's former agriculture minister, Andrés Felipe Arias, is alread jailed for allegedly embezzling $25 million, his ex-chief of staff, Bernardo Moreno, is in jail for his alleged role in the illegal wiretapping of the Supreme Court and government opponents, and his former intelligence chief Maria del Pilar Hurtado sought refuge in Panama over her alleged role in the same wiretap scandal. Uribe's first intelligence chief, Jorge Noguera Cotes, was sentenced because of his ties to the AUC and complicity in the killing of labor union leaders. Uribe himself is being investigated by a congressional committee in the wiretap scandal, concerning the now-disbanded Administrative Security Department (DAS).

Colombia's former peace commissioner, who fled the country on January 8 to escape arrest, has released a statement criticizing Colombian prosecutors and declaring his intention to seek asylum overseas, reported Radio Caracol Friday.

Luis Carlos Restrepo, who served during the 2002-2010 presidency of Alvaro Uribe and is wanted by Colombian authorities over the 2006 "false demobilization" scandal, released the statement through press freedom organization Reporters without Borders.

From his unknown location Restrepo declared, "Today, dressed in the garb of law, criminals have taken over the prosecution. If they were able to, this assembly who accuse me will not hesitate to kill me when I am available to them."

Restrepo released a statement Wednesday via Twitter urging Uribe loyalists to oppose Colombian President Juan Manuel Santos, in what appears to be a concerted offensive alongside Uribe, who has supported the decision of Restrepo to flee and criticized the legal proceedings against him.
