Clackamas County commissioners call emergency meeting Monday ... ballot tampering investigation

OREGON CITY -- Clackamas County commissioners will hold an emergency meeting 9 a.m. Monday to discuss the ongoing state investigation into allegations that a temporary county elections worker tampered with ballots to cast additional votes for Republicans.

Meanwhile, a recall effort is under way against County Clerk Sherry Hall, who oversees elections.

Chairwoman Charlotte Lehan, a Democrat who is in a heated race to retain her seat against former Wilsonville Mayor John Ludlow, requested the meeting on Sunday. She called on Hall, County Administrator Steve Wheeler and County Counsel Stephen Madkour to provide more details about the alleged incident, how many ballots were allegedly tampered with and what will happen to the ballots. Lehan also requested more information on the elections employee under investigation, including whether the employee worked in previous elections.

"Clackamas County voters need information on the potential extent of the problem now," Lehan wrote Sunday in her letter to Wheeler. "We all need information immediately about the safeguards in place to prevent ballot tampering and the methods used to hire election workers and volunteers."

It's unclear if any of her questions will be answered as the state continues its investigation ...

Republican caught red-handed changing voting, felony election fraud investigation ongoing.

Early voting has lots of new implications, like exit polling a majority of voters before election day. Vote rigging might also occur to those piles and piles of awaiting ballots. In effect, what happened in 12 hours of voting is now extended and there is more time to observe what is really transpiring. In this case, someone was caught by security measures, and it has been discovered that the person was altering ballots to favor Republican candidates. Given those facts, this seems like a story meriting attention in the national news. Will the "Big News" break out? Maybe the 10 a.m. rally and protest at the Clackamas County Elections Office will bring the networks in via Portland T-V stations. Will you be there? If so, please report later here.

The impact of the alleged fraudulent voting, altering mail-in ballots to vote Republican, might resound in many races and locations, from the county courthouse, to the State Capital, to Congress in D.C. The House in Oregon was split 30-30 last session, so even control of the State Legislature enters the equation. The Congressional seat is a close contest because the district swings. This season, even the U.S. Congress could be in the balance, albeit that probability is far less. And, control of the County Commission impacts land development decisions, education, and county services.

It's treason, IMHO, and they should be glad they don't get summarily executed.

Evidently, the worker was targeting undervoted ballots and filling in blanks for R's in local / statewide races.

Note to Oregon voters: Don't just vote for the "big" races. Take the time to make a selection for each and every position on that ballot.

And we have Vote By Mail which allows very Few opprtunities to Cheat! The GOP will Stop at Nothing!
For Oregonians reading this the House GOP in OR have HB 3506 to REPEAL Out VBM System!
The majority are ALEC Members!

(AP) — Clackamas County commissioners are holding an emergency meeting Monday to discuss the ballot tampering investigation.

The Oregonian reports (http://is.gd/cdueV8) Lehan wants to know how many ballots may have been altered and what will happen with them; also whether the election worker accused of filling in empty bubbles worked in previous elections.

Hall said the violation was discovered Wednesday and reported to the state Election Division, which is sending observers. The state Justice Department has launched a criminal investigation.

Clackamas County has about 10 percent of the Oregon's voters, almost evenly split between Republicans and Democrats, making it pivotal in deciding close statewide races.

This is a Portland T-V station, in the hub of the Metro encompassing Oregon City and urban parts of Clackamas County. I have voted in Clackamas County in the past, and i reside in the Fifth Congressional District, which includes Clackamas County. Much of the county population primarily comprises Portland suburbs. KATU reports some new data.

"About 95,500 of the county's 228,000 registered voters had returned their ballots as of Thursday."

Kate Brown says she's assigned staff to be present as Clackamas County continues to process ballots in preparation for Tuesday night's vote count. On Friday the Oregon Department of Justice confirmed it's looking into allegations of ballot fraud in Clackamas County. A temporary elections worker is suspected of tampering with ballots in a secure ballot room.

... I will not attend the meeting @ 9:00 this morning, below is my statement:

On Wednesday, October 31, my office reported an incident of apparent ballot tampering at the County Elections Office involving a temporary County Elections employee.

After this incident was discovered on Wednesday, I immediately reported this matter to the Oregon Secretary of State's Office.

The Secretary of State's Office forwarded this matter to the Oregon Department of Justice to investigate possible criminal felony violations of Oregon's Election Laws by the temporary Elections employee.

My office is fully cooperating with the Department of Justice and Secretary of State's office with this investigation.

At the request of the Department of Justice and in order not to jeopardize this ongoing investigation, I am not commenting further on the details of this investigation at this time.

I do want to say that ....

– If there are video tape records, have they been reviewed and has any review discovered any irregularities such as blind spots in the room or unexplained shut-offs or gaps?

– How many General Election ballots were handled by the employee alleged to have tampered with ballots?

– Have those ballots been separated or quarantined?

– If they have been separated, when and how will they be examined for evidence of tampering?

– If more ballots appear to have been tampered with, what will happen to them?

– How many election cycles has that employee worked?

– Was the employee a full-time county employee, temporary worker or volunteer?

– How many temporary workers and volunteers have been involved in the November 6, 2012 election?

– Please describe the screening process used to evaluate temporary workers and volunteers before they are hired.

– What assurances do we have that this incident is limited to only one worker?

– Please explain the security measures and safeguards that were in place to prevent ballot tampering prior to the current incident.

– Please explain any additional or different measures that are in place now.

– Who has access to the Elections Office 24/7?

– How and by whom is the Elections Office secured?

– Why did the Elections Office call the West Linn police to stop campaign volunteers from collecting ballots in West Linn on November 2, 2012?

– Who made that request and at the direction of whom did the Elections Office employee act?

.... "There are two (ballots) that are highly suspect, is what we heard," Lehan said. &quot Attorney General) Ellen Rosenblum said they'd sequestered all the ballots handled by this individual and are examining all of them. We don't know if that's 20 or 200. She didn't disclose that."

The initial ballot suspected of being tampered with on Oct. 31 "is evidence" and is not expected to be counted in the Nov. 6 election, County Counsel Stephen Madkour said. Because the ballot was removed from the secrecy envelope, there is no way to identify or contact the original voter, he said.

The voter apparently used a pen, and the elections employee is alleged to have used a pencil, Madkour said. "There is only one individual checked by the initial hand of the voter and the rest were pencil marks," Madkour said.

A second suspect ballot was discovered Nov. 1, he said. Officials are now inspecting other ballots the employee processed ....

I am not too surprised to hear that only two ballots have been caught (so far); I imagine the crook didn't have a lot of time to tamper with a large number of ballots. At least let's hope so.

Clackamas County identified the suspect in the felony ballot-tampering investigation as Deanna Swenson of Oregon City, a 55-year-old registered Republican. Clackamas County has fired her.

Swenson confirmed her role to Willamette Week:

If this was a one-time freak incident that was caught immediately, then that's a wonderful thing. But that seems too tidy. We need a comprehensive investigation that goes back a decade or more to understand what's been happening. There have been way too many razor-thin elections in Clackamas County to be sanguine about all this.
