House Democrats said Monday that the House will vote Thursday to formalize procedures for the next phase of the impeachment inquiry into President Trump. Democrats said the move would “ensure transparency and provide a clear path forward” as the inquiry continues.

House Intelligence Committee Chairman Adam B. Schiff (D-Calif.), meanwhile, said that a former deputy national security adviser had “no basis in law” to skip a deposition Monday and that his failure to appear was further evidence of Trump’s efforts to obstruct Congress.

Charles Kupperman, who served as a deputy to former national security adviser John Bolton, filed a lawsuit Friday seeking guidance from a federal judge about whether he should listen to the executive branch, which has told him not to attend, or to Congress. Since there has not yet been a ruling, he declined to appear.

Kupperman listened in to the July 25 call in which Trump pressed Ukrainian President Volodymyr Zelensky to investigate former vice president Joe Biden and his son Hunter Biden. That call is at the center of the impeachment inquiry, which Trump and his Republican allies continued to attack Monday as unfair.

BREAKING: House Democrats said Monday that the House will vote on Thursday to formalize procedures for the next phase of the impeachment inquiry into President Trump.

The text of the resolution was not immediately available, but House Rules Committee Chairman Jim McGovern (D-Mass.) said it would "ensure transparency and provide a clear path forward" as the investigation continues. "This is the right thing to do for the institution and the American people," he said.

This is a developing story and will be updated.

If for some mysterious reason this doesn't pass the House, it will be this:
I don't understand the rush, but I do believe that Adam and Nancy have their heads screwed on straight. They have total power over me. I am like a two-year-old with Mommy and Daddy, and I don't deny it.

They have (R)'s in the room.

They can't dispute the allegations, so they attack the process and
the Dems placate.

and then they will yell that it was all "partisan" and "doesn't have the support of (lie) 'half the country'" and it will add more drama.

But I am thinking that they want to just keep it moving.

The media refuses to report that the impeachment of Andrew Johnson had no such procedure.

help defend Trump in the House by trying to claim they were not even being given a voice.
Now they will have that voice and if they vote nay it goes on their record and it can be used against them in the upcoming election and be especially harmful to them should even more damaging evidence emerge against Trump.

benefit from this is the Media. Bet they're wetting their pants right now at the very thought of this. Best to keep rolling along in the same manner as a Grand Jury investigation. Controls chaos.

If its more than 2 years and Trump does not win the next election we might be seeing a number of people going to prison and I hope we do and I hope the next Democratic administration with a good DOJ head is not merciful to them.
In other words I want them to aggressively pursue the maximum prison time for everyone with few plea deals offered.

Note though that some of the impeachment investigatory hearings - i.e., those initially held in the House Judiciary Commitee, WERE "public" already - e.g., people might recall Corey Lewandowski's idiocy.

This process is so far from over that it's impossible to judge what the likely consequences are of an action like this one.

At least it keeps the word impeachment prominent in the news cycle and provides an option for earnest parties and the public to weigh in on procedure matters.

is that this resolution will consist of the "rules" for the next phase, which involve public hearings, additional subponeas, etc.

The way the media initially reported it was that this was supposedly a vote to "authorize an inquiry" and it isn't, as no such thing is required. But the House Rules Committee (which includes Democrats and Republicans) will set up how things move forward for this special process of public hearings, etc.

The set of procedures announced are simple, clear, and fair. Both sides of the aisle have opportunities to hear evidence and counter-evidence. The character assassination against the Chairman of the Judiciary is so far out of bounds that it clearly demonstrates contempt for due process. Not a surprise.

Republicans will switch from it’s not fair to have closed sessions to a new reason it’s not fair. They’ll claim something like all testimony in closed sessions has to be ignored because reasons.

I hope they continue closed sessions for depositions. The public sessions are a good development in my opinion but I hope they don’t do the 5 minute grand standing for camera format. Our side ought to have the questions thought out and have the experienced prosecutors do most of the questioning.

It is end of October. I figure three weeks of hearings puts us up to thanksgiving. We could have a vote before xmas break but it’d be easy to run into the holidays. I’m still thinking the impeachment vote will be after New Years but it is moving a little faster than I thought
