Senate Majority Leader Mitch McConnell (R-KY) said Thursday that members might be voting to vote to pass a funding measure to keep the government open, but he expects President Donald Trump to declare a national emergency.
Speaker Nancy Pelosi (D-CA) said that she would not fund Trumps 2,000-mile concrete border wall, but would be willing to fund extensive border security measures and fund 55 miles of a fence.

Just ahead of a series of votes on a "compromise" border deal in the U.S. Senate and House on Thursday, Senate Majority Leader Mitch McConnell (R-Ky.) announced that President Donald Trump plans to sign the legislation to avert another government shutdown but will also declare a national emergency in order to build a wall along the U.S.-Mexico border.
McConnell said that he would support the bill that was negotiated with Democratic leaderswhich will provide $1.375 billion for 55 miles of fences in Southern Texas and boost the budget of Immigration and Customs Enforcement (ICE) by over $500 millionas well as the the emergency declaration.
When Trump first floated the idea of a national emergency last year, legal scholars immediately and forcefully denounced the threat, arguing that such a move would be "constitutionally illegitimate."

WASHINGTON (Reuters) - President Donald Trump will sign a border security bill to avert another government shutdown, but also declare a national emergency to obtain funds for his promised U.S.-Mexico border wall, the top Senate Republican said on Thursday.
In an attempt to bypass Congress to get money that lawmakers have denied him for his wall, Trump appeared headed toward triggering a swift court challenge from Democrats on constitutional grounds.
"I've just had an opportunity to speak to President Trump and he, I would say to all my colleagues, has indicated he is prepared to sign the bill," Senate Majority Leader Mitch McConnell said on the Senate floor.
"He will also be issuing a national emergency declaration at the same time and I've indicated to him that I'm going to support a national emergency declaration," McConnell said.

President Donald Trump will sign compromise spending legislation that would avert another government shutdown and declare a national emergency to get more money for a border wall from other parts of the federal budget.
President Trump will sign the government funding bill, and as he has stated before, he will also take other executive action - including a national emergency - to ensure we stop the national security and humanitarian crisis at the border, White House press secretary Sarah Sanders said in a statement.
After getting word from the White House, Senate Majority Leader Mitch McConnell said the Senate will vote on the plan later Thursday. The House is set to vote later in the evening.
Democrats threatened to challenge an emergency declaration by Trump in court and some Republicans had sought to steer the president away from such an action by shifting money in other accounts. But McConnell said he indicated to him Im going to support the national emergency declaration.

(WASHINGTON) President Donald Trump will sign Congress border security compromise, Senate Majority Leader Mitch McConnell said Thursday. The announcement removed the last ounce of suspense over the fate of a bill that would provide just a sliver of the money Trump wants to build a wall with Mexico but also would avoid a new government shutdown.
But McConnell also said Trump would quickly declare a national emergency. The president has said that move would give him power to divert money from other budget projects into wall building.
McConnell also said he would support Trumps emergency declaration. That was a turnabout for the Kentucky Republican, who like Democrats and many Republicans has until now opposed such a declaration.
The emergency declaration will inject the likelihood of fresh conflict between Congress and Trump over his efforts to build barriers along the boundary with Mexico. Opponents have said there is no crisis at the border and Trump is merely sidestepping Congress.
