State Dept. launches $40M offensive against foreign propaganda

Source: The Hill

BY MORGAN CHALFANT - 02/26/18 10:55 AM EST

The State Department is launching a $40 million initiative to crack down on foreign propaganda and disinformation amid widespread concerns about future Russian efforts to interfere in elections.

The department announced Monday that it signed a deal with the Pentagon to transfer $40 million from the Defense Department’s coffers to bolster the “Global Engagement Center,” an office set up at State during the Obama years to expose and counter foreign propaganda and disinformation. The new influx of funds will bolster the center’s operations in the current fiscal year.

“This funding is critical to ensuring that we continue an aggressive response to malign influence and disinformation and that we can leverage deeper partnerships with our allies, Silicon Valley, and other partners in this fight,” Steve Goldstein, the department’s undersecretary for public diplomacy and public affairs, said in a statement. “It is not merely a defensive posture that we should take, we also need to be on the offensive.”

The announcement comes less than two weeks after special counsel Robert Mueller indicted 13 Russians for participating in an elaborate scheme to meddle in the 2016 presidential election by creating false U.S. personas and spreading divisive content on social media platforms.

"You're missing 40 million dollars." "OK, so we're gonna get some from the Pentagon to say we're gonna fight propaganda."

Can they just stop lying? Why are they even trying? Who actually believes them?

4. A whole 40 million? That should pay salaries for a few Republican donors and family members

Probably will not make a dent into "foreign propaganda", nor is it intended to.

5. From the link, Congress pushed the State Department to do this

The organization was set up in April 2016 by the Obama administration. The article speaks of this money "bolstering" that effort. What I can not get from the article is what was the staffing and funding under Obama and what is it now. I assume that their experiences would - for the most part - be secret as they would reflect on methods used and how successful they were and are. I would guess that they had some impact or at least were seen as potentially having future impact given that Congress pushed for the effort being funded.

From all the stories of how dispirited the State Department is after Tillerson has engaged in destroying the department he heads, I hope that this department has not been as impacted as most departments because we really need this effort.

6. I'm beginning to see a pattern...

They started out by flatly denying Russia was involved at all.

Then they began to sit quietly and accept it.

Now they are trying to muddy up the waters by saying "we gotta do something about this." They are trying to blend in with the crowd, as it were.

Another example is Trump "proposing" something about the gun laws, and his disgusting photo opp used in his re-election.

I'm guessing this is the GOPutin's new plan to try to keep the house and senate in November: make it so it's not black and white anymore.
