Drugged and robbed Marine colonel being forced to retire

A military board has recommended a Marine colonel who was drugged and robbed while on assignment in Bogota, Colombia, be forced to retire, the Miami Herald reported.

Marine Harrier pilot Col. Roger T. McDuffie was on a temporary assignment in Colombia with several other Marines. An initial investigation found that some of the Marines broke curfew and brought prostitutes back to their hotel rooms, who then robbed the Marines of sensitive government property.

A military board convened on Jan. 11 at Camp Lejeune, North Carolina, found that McDuffie was guilty of subpar performance and “failure to demonstrate acceptable qualities of leadership required of an officer in the member’s grade,” Marine spokeswoman Gina Levy told the Herald. “The board recommended involuntary retirement, in grade.”

Aaron Meyer, an attorney representing McDuffie, claims that the colonel was drugged at a bar and grill commonly frequented by U.S. embassy staff, the Herald reported. The night resulted in the slew of bad decisions, including heavy drinking, prostitutes and visiting areas off limits to military personnel.

Scopolamine’s most common use is for robbery and assault in Colombia. The extent to its damage is endemic – 1 of 5 emergency room visits are due to scopolamine overdose. Organized thieves prey on unsuspecting victims by drugging them and taking advantage once they’re under the influence. I started hearing horror stories as soon as I arrived. It makes people open to suggestion, and its amnesic effects make it easy to get away with robbery and/or rape.

Hyoscine, also known as scopolamine,[2] is a medication used to treat motion sickness and postoperative nausea and vomiting.[3] It is also sometimes used before surgery to decrease saliva.[3] When used by injection, effects begin after about 20 minutes and last for up to 8 hours.[3] It may also be used by mouth and as a dermal patch.[3]

One common and particularly dangerous method that criminals use in order to rob a victim is through the use of drugs. The most common [in Colombia] has been hyoscine. Unofficial estimates put the number of annual hyoscine incidents in Colombia at approximately 50,000. Hyoscine can render a victim unconscious for 24 hours or more. In large doses, it can cause respiratory failure and death. It is most often administered in liquid or powder form in foods and beverages. The majority of these incidents occur in night clubs and bars, and usually men, perceived to be wealthy, are targeted by young, attractive women. To avoid becoming a victim of hyoscine, one should never accept food or beverages offered by strangers or new acquaintances or leave food or beverages unattended. Victims of hyoscine or other drugs should seek immediate medical attention.[38]
