Haven't found the article yet, but multiple tweets including these from Sky News, quoted above:

First article I've found, from the Independent, basically repeats what's quoted above:

US ambassador to Panama resigns because he can 'no longer work for Trump'

Editing again to add his State Dept bio, which I wouldn't be surprised to see the Trump WH order scrubbed soon:

Term of Appointment: 12/09/2015 to present

In that capacity he had responsibility for the daily management of policy implementation and the supervision of 53 diplomatic posts across the Americas. From 2004 to 2006, John served as a Deputy Executive Secretary in the Office of the Secretary of State, where he was responsible for managing information flow to Secretaries Powell and Rice, as well as coordinating their overseas travel.

A 2004 Distinguished Graduate of the National War College, Mr. Feeley’s overseas assignments include Mexico City (2), Santo Domingo, and Bogota.

I can't blame people of character for wanting out, and applaud them when they make it known WHY they're leaving. Unfortunately that leaves a vacuum which will eventually be filled by someone of 45*s choosing (and we know what kind of person that will be). The next President is going to have a huge mess to clean up.

U.S. ambassador to Panama resigns, says cannot serve Trump

Reuters Staff
1 MIN READ

WASHINGTON (Reuters) - U.S. Ambassador to Panama John Feeley, a career diplomat and former Marine Corps helicopter pilot, has resigned, telling the State Department he no longer feels able to serve President Donald Trump.

“As a junior foreign service officer, I signed an oath to serve faithfully the president and his administration in an apolitical fashion, even when I might not agree with certain policies. My instructors made clear that if I believed I could not do that, I would be honor bound to resign. That time has come,” Feeley said, according to an excerpt of his resignation letter read to Reuters.

A State Department spokeswoman confirmed Feeley’s departure, saying that he “has informed the White House, the Department of State, and the Government of Panama of his decision to retire for personal reasons, as of March 9 of this year.”
