RED BLUFF, Calif. (AP) Authorities say three people have been killed in shootings at multiple locations in rural Northern California, and the shooter has been killed by law enforcement. Students also were shot and wounded at an elementary school.

Tehama County Assistant Sheriff Phil Johnston tells a TV station in the city of Chico that officers are investigating at least five crime scenes in and around the school in Rancho Tehama Reserve, about 130 miles north of Sacramento.
Jeanine Quist, an administrative assistant with the Corning Union Elementary School District, says no one was killed at the school but a "number" of students were shot and wounded.

So the uptick is either random or has a cause.
If random, it'll subside by itself. And might decrease below baseline. It's random.
If not random, then there's a cause. It's of no small interest to find that cause. Why?
Because if we find the cause it's likely to be causing other pathologies, social and private. If we can reverse it, it's likely to not only stop mass killings but also help mitigate other pathologies, social and private. And there's the chance that we'll find that what's happened isn't a new cause, but an increase in a pre-existing one. Stop it, and it's likely to help more than just those whose lives it'll save.
Texting while driving kills. There are two choices: Ban cars or reduce texting. We like texting, so while there are laws on the books they're seldom enforced and behavior is difficult to change. So there's a third choice: Ban texting in general, or implement some system that prevents moving cell phones from engaging. That idea's been floated and been thoroughly rejected by a clear majority of those surveyed--often because saving lives would so inconvenience passengers. So we've decided that the death toll for texting or making phone calls merits the loss of life.
It's the same for alcohol. For many drugs. Even for high speed limits--"55 saves lives" was a slogan I was taught and it's true. Nobody forces us to go over 55 mph. Yet we do.
But we look at guns and it's just those things we don't like that should be banned--not necessarily those that would save the most lives. Looking at it, of course, from a strictly utilitarian point of view in which 'lives saved' is the primary goal.

(841 posts)It is interesting how worried Americans are about terrorism but not about mass shootings. Most polls I have seen place terrorism among the top worries that voters have despite the rarity of terrorist attacks. Sometimes it is second only to the economy. Mass shootings need to become a major issue going forward.

(37 posts)We have defined terrorism as violence used to advance a political or religious goal. That's why a mentally deranged apolitical mass shooter isn't deemed to be a terrorist. I personally think that's as it should be.

It certainly is meant to destroy lives and horrify the survivors.
One church shooting years ago was directed at very specific people. All the documentation shooter-side said he had a vendetta against a particular congregation. He killed more than he "required," but it's unclear why. Suspicion was he held grudges against those, too.
He had no animus for others in the church. Just locals. He wanted them dead. I don't see why he'd have thought beyond simple revenge to "widespread terror for doing me wrong" on the part of those who didn't do him wrong or know him.
And that's the problem with lone shooters versus those who are part of an organization. The very fact of being in an organization means that the shooter's goals might be shared by others; his claims, what he wants changed, if unfulfilled might prompt a repetition of the event. If the lone gunmen has a personal issue and is dead, it's unlikely John or Jane Doe will say, "You know, he's right--he was wronged, but he didn't kill these people over here, so I'm going to continue his good work to avenge him."
It's not that the shooter couldn't see widespread terror had he thought about it. It's a question as to whether he thought about it, had it as a goal, or even surmised, given all and only that he knew, that others would be terrified by what he did (as opposed to horrified). "Of course he would, if he was thinking clearly" is hardly a reasonable retort. Almost by definition the shooter isn't thinking clearly, as we would define it.
