Second Man Sought in Connection With Manhattan Attack as Driver Is Charged

The F.B.I. announced on Wednesday that it was seeking information about a second Uzbek man in connection with the truck attack this week in Lower Manhattan, as prosecutors charged the driver, Sayfullo Saipov, with carrying out the attack in the name of the Islamic State.
The federal charges in civilian court, which detail how Mr. Saipov said he drew inspiration from ISIS videos that questioned the killing of Muslims in Iraq, contradicted calls from President Trump to consider transferring Mr. Saipov to the American prison at Guantánamo Bay, Cuba, where he would stand military trial.
The news that the authorities were interested in a second person significantly expanded an inquiry into the deadliest terror attack on New York City since Sept. 11. The F.B.I. released an alert saying they were seeking information about the man, Mukhammadzoir Kadirov, 32, an Uzbek, in connection with the attack.
The criminal complaint against Mr. Saipov said he began planning the attack a year ago and decided to use a truck about two months ago. They said he chose Halloween for the attack because he believed there would be more people on the street.
