Duterte Tells Forces To Bomb Kidnappers And Their Captives

Philippine President Rodrigo Duterte has advised possible victims of kidnappings at sea to avoid getting abducted. His comments came during a speech late Saturday, when he said he had ordered Philippine forces to bomb terrorists fleeing with their captives.

Duterte’s comments were in response to series of kidnappings at sea — mostly by the local militant group Abu Sayyaf that has pledged allegiance to the Islamic State group. He called the loss of civilian lives while bombing the terrorists a “collateral damage.”

The 71-year-old president told the navy and the coast guard that “if there are kidnappers and they're trying to escape, bomb them all. They say ‘hostages.’ Sorry, collateral damage.” He said such a move would let the government get even with militants who demand ransom.

“You can’t gain mileage for your wrongdoing, I will really have you blasted,” he said, advising potential captives “don’t allow yourselves to be kidnapped.”

if the people can't trust their government to protect them, the terrorists win?

People like Duterte used to be on the fringe writing bonkers stuff like this
in letters to the editor. Now they are responsible for running the world.

When terrorists take hostages, it's because they have something to gain - families may pay money, the government may give concessions or release prisoners, and they'll at the very least get lots of media coverage. Killing them (and the hostages) completely removes any incentive for them to take hostages.

Now to cold mathematics.

Let's assume that Abu Sayyaf kidnaps 100 people per year. Let's further assume that they kill 20 of those people for a variety of reasons. The other 80 are eventually released after various concessions, and those 80 people get to live and go back to their families.

If killing kidnappers (and hostages), reduces the number of kidnappings to 20 people per year, then our hostage death total is exactly the same as it was before, but 80 fewer people are kidnapped. In addition, we've removed the revenue stream that feeds Abu Sayaf (ransom and extortion).

I have no idea if those numbers stand (they likely don't - I just made them up). But to dismiss out of hand the notion of "bomb the kidnappers and the hostages" because "that's savage!" isn't taking an objective view about how to save lives or prevent violence.
