It was on the radio here this afternoon (I haven't seen the transcription of their report posted yet) - they are concerned about the machines. But it's not just Montco. Someone else posted about Allegheny County (which includes Pittsburgh) and I also heard on the same radio report that Bucks County (which borders Philly to the NE) is also doing this. Edit to add that I heard the story again and they mentioned Chester County had also delayed certification (another suburban Philly county).

I believe it is a county-by-county thing going on right now where they have to get a petition and do this in Commonwealth Court.

IMHO, they need to do this in upstate PA in the Lehigh Valley & Scranton area. That is where I feel there were some shenanigans going on.

Hillary Clinton was blown out in which I'm sure you are aware. Green Bay is another one.

She won Lackawanna County (which includes Scranton) by 4%. The use of the term "blown out in" suggests a big loss where she did not lose. Obama did blow out Romney by 26% however (in 2012). The city of Scranton does have a higher Hispanic population than other minorities in the city as a side note.

20. The traditional "blue" counties in upstate PA

Central PA (Dauphin County where Harrisburg is), SW PA (Allegheny County), and even Erie (city and Erie County in NE PA) were far too close compared to past elections and in the case of Erie, Trump won it according to the state results.

If you look at the last time PA went for a Republican President in the map below (1988), you can see which counties were more reliably Democratic (basically the more populated counties in the state - the blue highlighted one in the NE part of the state is where Scranton is - Lackawanna County) -

BBC had an interesting county comparison map!

Ironically, when people talk about the Pennsyltucky "T", you see it in that 2016 map! But what people still forget is that most of those "dark red" counties have minuscule populations - some literally have the same population as a single neighborhood in Philadelphia. The fact that Hillary won Chester County was interesting to see as the "blue persuasion" further spreads westward away from the city (something counter-intuitive to the argument about "concentration" of political beliefs in urban areas only).

Heard this on the radio here in Philly. At least 2 counties (Montgomery and Bucks) as well as a poster here mentioning Allegheny County, are doing this.

Here in PA, they can't just demand a "recount". There is a process...

Your article says this:

"Allegheny County is the second largest county in the state. According to uncertified results, Clinton won the county with 56 percent of the vote, while Trump received 40 percent of votes."

9. Info on process here in PA (with update of Philly recount)

While Stein, a former presidential candidate, has raised millions of dollars and filed for a recount in Wisconsin, the process in Pennsylvania is much more complicated. Candidates cannot file for a recount themselves. Instead, they either have to go to court and attempt to prove widespread voter fraud (there’s no evidence of that at this point) or organize a voter-initiated recount effort.

Stein’s team is going for the latter, asking for thousands of volunteers across Pennsylvania to mobilize. For a voting division — also known as a precinct — to be recounted, three voters from that division must sign and file an affidavit.

As of noon Monday, the Philadelphia city Board of Elections had received petitions for 35 of the 1,686 voting divisions in Philadelphia, according to City Commissioner Al Schmidt. He’s spoken with organizers who expect another 15 to be filed. That means that only about 50 of the 1,686 voting divisions in Philadelphia, or about 3 percent, would be recounted as a part of Stein’s effort.

Stein needed more than 5,000 people in Philadelphia alone to sign petitions to file for a recount and would have had to mobilize about 30,000 people statewide to get a full recount going in Pennsylvania. She contends that though her campaign is targeting recounts in Wisconsin, Pennsylvania and Michigan, it is not coordinating with the campaign of Hillary Clinton, who lost all three of those states to President-elect Donald Trump. The Green Party candidate has so far raised nearly $7 million to spearhead the recount.

Pennsylvania: Also today in Pennsylvania, the Stein campaign filed a legal petition in state court on behalf of 100 Pennsylvania voters to protect their right to substantively contest the election in Pennsylvania beyond the recounts being filed by voters at the precinct level. Today was the state’s deadline for the filing of such petitions, which would allow the campaign to pursue a full statewide recount in Pennsylvania for example, if they believed that recounts at the precinct level uncovered irregularities or tampering.
