Recount would have to move quickly

Wisconsin could be at risk of missing a Dec. 13 deadline to certify its 10 electoral votes if clerks can't complete an expected recount by then.
Hitting the deadline could be particularly tricky if Green Party presidential nominee Jill Stein is able to force the recount to be conducted by hand, Wisconsin's top election official said.

Wisconsin's last statewide recount was in 2011 for a state Supreme Court seat and the outcome did not change. The recount showed Justice David Prosser defeated challenger JoAnne Kloppenburg by 7,004 votes a slightly tighter margin than the 7,316-vote victory he had in initial returns.
That recount took more than a month. This one would have to happen more quickly to meet the Dec. 13 deadline. "You may potentially have the state electoral votes at stake if it doesn't get done by then," Haas said. A lawyer with Stein's campaign has said she wants the recount done by hand. That would take longer and require a judge's order, Haas said.

(8,541 posts)Has there been any movement from the states in question? Jill can ask for all the money she wants but if the state AG says no then what? Jill already said no refunds.
I would feel much better if this was coming from Hillary herself.

"WEC staff has been informed that the Jill Stein campaign for President of the United States is going to request a statewide recount. Attorneys for the Stein campaign have indicated that they will be filing a recount petition by the 5 pm deadline this Friday.
The Stein campaign will be required to pay for the entire estimated cost of a statewide recount before a recount will be ordered. We need your help in determining how much it will cost for you and your municipal counterparts to conduct this recount. It is recommended that you start looking at figures from the 2011 Supreme Court recount and cost projections that you or your predecessor put together for the Associated Press. One option is to look at the number of ballots that were recounted in 2011 and to extrapolate based upon the number of ballots counted in the presidential election.
There are numerous logistics to coordinate and we will continue to update you on a regular basis. We will be planning a teleconference for all county clerks to participate in and we will let you know that date early next week. For now please start to put together cost projections and respond to recounts@wi.gov once complete. To get familiarized with the recount procedures, please take a look at the recount manual. For any municipality selected to audit voting equipment, we will communicate shortly with those clerks selected to provide additional guidance on how to proceed given the likely statewide recount.
We know that this is not the type of news that you want to hear immediately before a holiday and after a very labor intensive fall election season. The Statutes permit any ballot candidate to request a recount regardless of the margin. Although we are certain that this is going to create numerous challenges and significant frustration, we thank you for your commitment to election administration in Wisconsin."

(15,512 posts)"I just can't imagine why someone who is almost 1.4 million votes behind would request this," he said. "If your votes came in at 1% of the overall total of the vote, it doesn't make a lot of sense that you should be able to request a recount and put the whole state through this."
He said he did not think there was a way to prevent the recount but he would consider legislation that would allow candidates to force recounts only if they lost by a small margin.
Mark Morgan, executive director of the state Republican Party, said: "Jill Stein's decision to pursue a recount is absurd and nothing more than an expensive political stunt that undermines Wisconsin's election process. Wisconsin voters spoke loud and clear, Democrats and their liberal allies lost decisively and now they are promoting a desperate last-minute tactic to silence Wisconsin voters."
The Clinton campaign has not commented on the recount effort.

(15,512 posts)The Wisconsin Election Commission has asked municipal clerks to estimate their costs for a recount. A total estimate is expected to be compiled next week because many clerks are out of the office for the Thanksgiving holiday, said Michael Haas, the administrator of the commission.
Doesn't sound like they were expecting anyone to step up, does it?

And apparently, while it's possible, it may be difficult to get recounts in PA. Without PA nothing changes.

(34,857 posts)Wisconsin is a 24,000 vote difference. It's not a lot but it would be unprecedented to have a recount flip THAT many votes. If it was just 4,000, I'd be more optimistic, but 24,000, while not a huge statewide margin, is still large enough to make it very, very unlikely.
Michigan has a better chance of flipping...but she won't win the election without Wisconsin.

(15,512 posts)State law allows any candidate on the ballot to request a recount, but if the margin is more than 0.25 percent, the candidate must pay for its cost.
Haas said the recount would cost at least $500,000.
The commission is reviewing state law to determine when that money would be due.
"There's a little bit of ambiguity in the statutes," Haas said. "In one place, it states that the fee must be paid at the time the petition is filed; another statute indicates once the petition is filed, that's when our agency calculates an estimate."
Once a recount order is issued by the commission, clerks across the state have 13 days to complete it, Haas said.
